It does make sense for them to blame Amidala, because, as I told pronker, they need to blame someone, and she's the best and most obvious target. I suppose they could have just as easily turned on Sio Bibble, but he's still on world, and in a camp, presumably. While Amidala has left town and planet, and what they know is probably more rumor than truth.
I'm glad you found the social breakdown believable, because I'll admit I thought readers might not take to it (possibly in the form of "The Naboo would never do this you evil bitch" reviews, but apparently, people tend to keep those to themselves). The Naboo are, aside from that pesky little problem with racism, shown as just being all around better than other people, as befits the world that produced Luke and Leia's mother. But even if they come from a peaceful society, they are still humans, and behave like humans.
