Good question! I figure the back one functions at least enough for Sidious to have his way with him. The front one... I left that deliberately vague, but wanted to have him feel lust here and show he's affected by touch, etc. I happen to think it does. But "canon" doesn't address that.
And I figure Palpatine can use dark side tricks to enhance his sex life if he has to. *snicker*
